1. Adoption of the agenda

The proposed agenda was agreed upon, with the addition of 2(b)ii and 2(b)iii, under Association reports, 3(a) under Policy instruments, and 4(a)i and 4(a)ii under Rural Greenspace

2. Administrative items

a. Minutes of March 17 2025 meeting (for approval)

Moved by Erwin, seconded by Iola. Carried.

b. Website report

Paul reported that the contractors have nearly completed the addition of a preview and edit function for automatically generated social media and newsletter content. He also confirmed that only Facebook and our new Bluesky.Social will be retained, retiring our X Twitter account.   

c. Association reports:

i. GA application to the OCF on behalf of the Peoples Official Plan

As approved by the Board virtually prior to this meeting, Paul confirmed that the GA submitted a grant application to the Ottawa Community Foundation on behalf of the Peoples Official Plan coalition. The GA will earn a share of the grant amount for its role as applicant and grant administrator.

ii. SEO/CAFES Orleans sub-caucus

The GA’s ongoing efforts in supporting Sustainable Eastern Ontario in the establishment of neighbourhood level francophone networks focussed on sustainability are now entering a new phase. With the sustainability audits and resulting action plans having been completed for Blackburn Hamlet and the Greater Avalon neighbourhood in Orleans, the long-term implementation of these plans is being assumed by the local community associations, with the support of CAFES through their Orleans sub-caucus, a new regional structure being created for this purpose. Additional neighbourhoods in Orleans are being recruited through this structure, with Convent Glen and Forest Ridge CA now interested in undergoing the sustainability audit and action plan process. Meanwhile, the SEO/GA team will now turn its attention to other neighbourhoods with similar concentrations of francophone populations such as Manor Park, , Lowertown and Sandy Hill.      

iii. FCA membership renewal

The GA’s membership with the FCA is up for renewal, with the FCA’s AGM upcoming in June. Paul moved and Iola seconded to renew and authorize the payment of the $40 membership fee. iv. The GA has been invited by Councillor Brockington to participate in an Earth Day event on April 26 2025 at the Hunt Club/Riverview Park Community Centre. It will be good to get back to this type of in person, table event where information on the GA can be disseminated and new members recruited. We will also take the opportunity to promote the Poets’ Pathway, which runs through McCarthy Park, where the community centre is located.   

Policy Instruments

  1. Official Plan 2021

    The City’s Official Plan, approved by Council in 2021 and by the Minister in 2022, now needs to be amended to conform with the new Provincial Policy Statement, which reflects the legislative changes since made by the Province through Bill 23 and others. The three main areas requiring attention are the boundaries of Major Transit Station Areas, Strategic Growth Areas and the expansion of settlement areas. The first two are basically covered adequately by the Official Plan, with minor revisions. The latter, urban boundary expansion, introduces the legislative change allowing one-off applications for urban expansion between comprehensive reviews. It also introduces the mandatory use of the population projections produced by the Ontario Ministry of Finance, rather than the City’s own projections. In our opinion, the latter are of superior quality. It was agreed that we should seek more clarification from staff on the timing and conditions surrounding the implementation of this new regime.

Threats and Opportunities

  1. RURAL

    4200 March Road, Quarry Expansion, Burnt Lands ANSI

    The application by Kavanagh to expand an existing quarry adjacent to the Burnt Lands ANSI in rural Ottawa, which the GA opposed in submissions made to staff and Committee, was turned down by Council, counter to the Committee recommendation, on a 13 to 11 vote. This decision will likely be appealed to the OLT, with a high probability of success for the proponent. However, this decision does reveal that there is an environmentally friendly majority on this Council, which should be cultivated.

  2. Ferry Road acquisition

    Another bit of good news is that, despite the obstruction and delays by the Agriculture and Rural Affairs Committee, the purchase by the City of this large waterfront property near Fitzroy Harbour for conservation purposes, which we strongly supported, has been approved. However, two lots will be carved out for potential development. How this carve-out was determined has not been made clear.

     

  3. MAJOR URBAN

    Alta Vista Transportation Corridor

    More good news, the northern section of the Alta Vista Transportation Corridor, running from Smythe Road across the Rideau River to Lees Avenue in Old East Ottawa, has been removed from the Transportation Master Plan. This will preserve greenspace in Hurdman Park, south of the river and Springhurst Park across the river. This was achieved as a result of the mobilization of residents of Capital Ward and environmental groups, and the City’s acknowledgement of changes in transportation patterns since the plan was first brought forward in 2005. There still remains plans, however, for the southern section of the corridor, extending to Walkley Road, which would destroy a lot of urban greenspace. The GA will continue to advocate for its preservation.

  4. POETS PATHWAY

    Work continues on revitalizing the Poets’ Pathway, with an Earth Day event on April 26, 2025 at McCarthy Park, which is on the path, and also a Jane’s Walk on May 4, on the Woodroffe-Merivale segment of the Pathway.

  5. OTHER

    Matthew Perry House

    Local residents have alerted the GA of the potential for significant tree removal on the grounds of the Ottawa Royal Hospital for the construction of Matthew Perry House, a planned treatment center for drug addiction. We will make enquiries with city staff on the status of this application and its consideration under the Tree Protection Bylaw.

  6. Tewin expansion area

    At the March meeting of the Planning and Housing Committee, Councillor Cavanagh introduced a notice of motion for the following meeting regarding the removal of Tewin lands from the approved urban expansion in the Official Plan. This raised a lot of discussion and interest across the city and some skepticism as to its chances of success, both politically and legally. However, on the eve of the April meeting, the motion was withdrawn without explanation. We have heard that it may be re-introduced after the byelection in Osgoode ward for a new councillor to replace Councillor Darouze, who was elected as MPP for the riding in the recent provincial election. There will no doubt more to come on this issue.
